Put a named CxA in your specs and stop carrying commissioning risk in your fee.
- Cx plan and specification section
- Design review against the sequence of operations
- Reports issued under the design team's schedule
Code-required commissioning, IECC C408 and the NYC Energy Code
Under C408, a building isn't ready for final inspection until the owner has acknowledged the preliminary commissioning report. We write the Cx plan, test the systems with your crews and deliver both reports on your schedule, at a fixed price.
Systems in scope, tests to be performed, schedule and responsibilities. We also write the Cx section of your specifications.
Your certified TAB agency balances the systems. We review the TAB report and spot-check it in the field, then test every mode in the sequence of operations: interlocks, alarms, power loss and restore, economizers, calibrated controls. Lighting controls tested by sample.
Compliance checklist, deficiencies, deferred seasonal tests and results with acceptance criteria. The owner's letter acknowledging it goes to the building official.
All results and corrections, the final balancing report, O&M manuals and record documents handed to the owner.

Know exactly what will be tested, before the test day, so final inspection isn't where you find out.
| Jurisdiction | Energy code | What to watch |
|---|---|---|
| New York City | 2025 NYC Energy Conservation Code | Commissioning ties into DOB progress inspections and sign-off |
| New York State | 2025 Energy Code of NYS | Owner's letter on the preliminary report before final inspection |
| New Jersey | 2024 IECC, adopted August 2026 | Check whether your permit falls under the grace period for the prior code |
| Pennsylvania | 2021 I-Codes in the UCC since January 1, 2026 | Philadelphia publishes its own Cx compliance checklist |
| Washington, DC | DC Energy Conservation Code | Often paired with LEED or Green Building Act requirements |
Commissioning is performed by an ASHRAE BCxP. Where a jurisdiction requires a registered design professional to certify the report, our partner PE signs.
LEED Fundamental Commissioning covers everything C408 asks for and more. One CxA, one test record and one set of reports satisfies both the code official and the LEED reviewer.
Quote code and LEED togetherNo. TAB is performed by an independent AABC or NEBB certified agency, usually under the mechanical contractor. We review the TAB report and verify a sample of readings in the field before functional testing. Keeping the two roles separate is what makes our verification independent.
The code calls for a registered design professional or an approved agency. Our commissioning is performed by an ASHRAE BCxP; where your jurisdiction requires a licensed engineer to certify the report, our partner PE signs it.
Yes. LEED Fundamental Commissioning includes the C408 scope and adds owner's requirements, design review and a systems manual. Doing both under one CxA avoids paying twice for the same tests.
The code allows seasonal tests to be deferred. They are listed in the preliminary report, scheduled, and closed out in the final report.
That is what Cx Rescue is for: a 3-day gap assessment, then a fixed price to get the preliminary report done in time.
Projects under the mechanical thresholds may be exempt from mechanical commissioning, but lighting controls still need functional testing. Use the checker above, then confirm with your building official.
Tell us the project and the equipment in scope. We reply within two business days with scope, schedule and a fixed fee.
Guidance, not a code interpretation; confirm with your building official.
