NYC Local Law 87, energy audits and retro-commissioning
Your LL87 deadline is written in your tax block number.
Covered buildings file every 10 years, in the year that ends with the last digit of their block. Blocks ending in 7 file by December 31, 2027. We retro-commission your base building systems, fix what we find with your team and get the report filed on time.

Two or more buildings on one tax lot totaling over 100,000 sq ft
Two or more condominium buildings totaling over 100,000 sq ft

What LL87 asks for, and who does what
Led by MAS Dynamics
Retro-commissioning
We test how your base building systems actually run against how they should: HVAC, controls, domestic hot water and lighting controls. Every deficiency is logged, assigned and corrected or documented before filing. Performed by an ASHRAE BCxP, a certification NYC accepts for retro-commissioning agents.
With our partner PE
Energy audit and filing
The ASHRAE Level 2 energy audit identifies savings measures. The Energy Efficiency Report is signed and filed by a licensed Professional Engineer, as the law requires. You deal with one team and one schedule.
How an LL87 job runs
Step 1
Data and site walk
Utility data, BMS trends, equipment lists and a full walk of the mechanical spaces.
Step 2
Functional testing
Schedules, setpoints, sensors, economizers, VFDs and hot water temperatures, tested and recorded per device.
Step 3
Fix with your team
Your engineers and contractors see their own items, fix them and report back with a photo.
Step 4
Filed on time
The Energy Efficiency Report goes in before your deadline, with the full test record behind it.
Do LL87 once and use it for LL97
The deficiencies retro-commissioning finds are usually the cheapest emissions you can cut before the 2030 limits. Because every test sits on one record, the same data becomes your LL97 plan instead of a report in a drawer.
Every test step stored with the expected value, the result and who witnessed it.
LL87 questions
Can MAS Dynamics file our LL87 report?
The Energy Efficiency Report must be filed by a registered design professional. We lead the retro-commissioning and work with our partner Professional Engineer, who performs the energy audit and files the report. You get one proposal and one schedule.
What does retro-commissioning cover?
Base building systems: HVAC, building controls, domestic hot water and lighting controls. We check operating schedules, setpoints, sensor calibration, economizers, variable speed drives and temperatures, then correct or document each deficiency.
Do we have to fix what you find?
Retro-commissioning deficiencies are corrected as part of the work, which is why we track each one to closure with your team. Energy audit measures are recommendations you can plan into capital budgets or your LL97 strategy.
How long does it take?
Plan on several months from start to filing, depending on building size and how quickly corrections are made. Starting a year ahead of your deadline is comfortable.
Our building got an extension or exemption. Does that change anything?
It can. Send us the details and we will check your obligations and timing before quoting.
Get a fixed-price LL87 proposal
Send the building and we come back within two business days with scope, schedule and a fixed price.
