NYC Local Law 97, independent verification

Before you spend on 2030, make sure it works.

Only 43% of covered NYC buildings meet their 2030 limits today, and owners are being sold heat pumps, controls and audits to close the gap. We don't sell any of it. We check that what you install performs, and that it keeps performing after the contractor leaves.

Three things we verify

We are a commissioning firm, not an equipment seller or a filing service. Our job is to prove performance on your behalf.

Rent-regulated buildings and houses of worship

Article 321 certification

Your prescriptive measures report must be certified by an independent retro-commissioning agent. We inspect each of the 13 measures on site, document it and certify the report. Our ASHRAE BCxP-led team is completing NYC DOB registration as a retro-commissioning agent; ask us about timing for your filing.

Heat pumps, VRF and electrification

Commissioned electrification

Design review, witnessed startup and functional tests before final payment, then a winter comfort check. You find out the install underperforms while the contractor is still on the hook.

Any covered building

Savings that stay

Monitoring-based commissioning after retro-commissioning or a retrofit: monthly trend review, every drift logged and assigned, and a yearly summary your LL97 report signer can use.

For co-op and condo boards: know what you're buying

Boards tell us the same thing: every firm recommends something different and nobody has a plan. We sit on your side of the table.

  • We review proposals before you sign
  • We witness the work before you pay
  • We report to the board in plain language
  • We have nothing to sell you but the check

For engineers who sign Article 320 reports

Article 320 reports are signed by a PE or registered architect. We don't compete for that signature. We become your verification arm: field testing, retro-commissioning and the evidence record behind the numbers you certify.

Talk about a partnership

Proof, not another report in a drawer

Every test, photo and open item lives on one record that you own. When the 2030 filing comes, the evidence is already there.

Straight answers

Isn't it cheaper to just pay the penalty?

For some buildings, in this period, it can be. But the 2030 limits are much stricter and penalties repeat every year, so the math usually changes. We help you see that clearly before you decide, and if you do invest, we make sure the investment actually lowers your number.

Do you sell equipment or installation?

No. We are independent of contractors and manufacturers. That is the point: our only product is the verification.

Can you certify our Article 320 report?

Article 320 reports must be certified by a licensed engineer or registered architect. We work with your engineer, or ours, and provide the field testing and evidence behind the report.

What does Article 321 certification involve?

We inspect the 13 prescriptive measures on site, document each one with photos and findings, and certify the report as an independent retro-commissioning agent. If something is missing, you get a list of what to fix before filing.

Our heat pumps were installed and residents are cold. Can you help?

Yes. We test the system against its design, find whether the cause is equipment, controls, distribution or the building envelope, and give you a fix list you can hold the contractor to.

Tell us what's planned. We'll tell you what to check.

A 15-minute call. No equipment pitch, no filing upsell.

We reply within one business day.
